## Summary Attempt 3 - even though `MOON_CACHE=off` for steps, we still see [pipeline steps attempting to upload artifacts](https://buildkite.com/elastic/kibana-on-merge/builds/91992#019d2ac6-31a9-4c2c-81d9-68481462d784): ``` [ WARN 2026-03-26 15:40:14.077] moon_remote::remote_service Failed to upload blobs and cache action result: Failed to make HTTP request (500 Internal Server Error). hash="ee359e6e4959efac440a6c100a9219d6cb08f24eef7e4415ea4d84a9d42ade56" -- ``` This removes the remote cache config, so steps shouldn't attempt to upload/download. (cherry picked from commit a1608bc)
