No new flaky test runner comment is needed. The in-scope change (src/platform/plugins/shared/workflows_extensions/test/scout/api/fixtures/approved_step_definitions.ts) adds static entries to an approved step definitions array — a deterministic data change with no new source of non-determinism. A prior run already posted a /flaky comment covering the same Scout config (scoutConfig:src/platform/plugins/shared/workflows_extensions/test/scout/api/playwright.config.ts:30), so re-posting would be a duplicate.
