This PR extends the kbn/test cli so that it:

  • can check that all tests would be run, at some point, based on the --include-tags arguments it receives
  • will skip a config file (including starting es and kibana servers) if all of the tests in a config are excluded by the current tags
  • only deals with absolute paths internally once the CLI arguments are parsed/validated
