## Summary - upgrades Moon to 1.40.1 (https://github.com/moonrepo/moon/releases/tag/v1.40.1) - this fixes the implicit `xz` dependency - enables `localReadOnly: true` to prevent http 401 on cache writes - optimizes some bootstrap tasks and ordering for even faster local bootstrap (cherry picked from commit f56a9ae)
