## Summary The FIPS pipeline is seeing permission denied issues when cleaning up ES3 `cluster_state`: https://buildkite.com/elastic/kibana-fips/builds/693#0198e5b6-3a14-44ab-87ea-552a06f6002c/5228-5247 I'm not sure of the root cause, or why this is only happening in FIPS mode. This is mainly to unblock for now. Test run: https://buildkite.com/elastic/kibana-fips/builds/691#_ (cherry picked from commit c42804c)
