Summary

Enables query rules UIs by default.
Feature was already in, this PR enables the flags.

Added a section to enable add, update and delete Query Rules written on top of Query Rules APIs to easily pin or exclude documents to a query according to criterias you set.

I think this might need to be slightly more complicated. I don't have time to test this until tomorrow but I would verify the breadcrumbs on both the query rules and query ruleset details pages for all 3 possible views hosted w/ classic nav, hosted w/ solution nav, serverless.

My guess is we need to always call searchNavigation?.breadcrumbs.setSearchBreadCrumbs for the details page, since it doesn't have a solution side navigation item.

Similarly when in hosted with a solution view should be similar to serverless.

I've also seen weird behavior between the 3 cases (hosted w/ classic nav, hosted w/ solution nav, serverless) where sometimes the parent Relevance is rendered automatically and other times it's not. (I think that just serverless) so be on the look out for that as well.

I did test it locally and serverless becomes smart and adds them. The others work as expected. I have figured out that the Synonyms in serverless is having double breadcrumbs, which I am going to fix as a followup.
