## Summary Updated a test to check that the value of `has_exceptions` is greater than 0 instead of checking for `1` specifically. Found that in MKI alone, the prebuilt rules utilities don't seem to clean up. Prebuilt rule installation gets called 8 times in these tests, each time installing one rule with exceptions. Then in my test I add an exception to one of the prebuilt rules without exceptions so it shows a total of `has_exceptions: 9`. (cherry picked from commit e974006)
