This PR adds release notes and what's new changes for the 8.18.0 release.

This PR will remain in draft mode until the following are completed:

  • Generate raw changelog content
  • Initial clean up of changelog content
  • Add What's new page content
  • Styling edits in what's new page content

Few small suggestions for the what's new.
Let's also check that it's relevant to keep certain sections like the last 3 ones in Alerting.

We are only mentioning one feature in the release notes and that is in-table search for Discover.

Should we highlight more from the what's new section ? @florent-leborgne

@ninoslavmiskovic because of how the PRs were tagged, some of those highlights are listed as enhancements in the release notes instead of features. I'll move these items.

Edit: done, except for the AI Assistant in Discover one that I couldn't find a PR for.
