[Detection Rules] Fix - Updating Pre-Packaged Rules to Mirror Main for 8.6 Release

Summary

This PR copies all pre-packaged rules from main and mirrors them in 8.6. From the prior rule update to FS rules, backporting failed and had to be manually triggered to backport from main to 8.6. However, after further inspection, the rules were not mirrored correctly.
