Summary
Resolves the following issue: #126845
Change the rule summary page to include the execution history/log tab. The execution history is a stub and the this new tabbed content is hidden behind a feature flag (
rulesListDatagrid).This PR also moves the alert list to its own component so it can be composed with the execution history list later on.
