I have tested this PR against rules which normally kill the Kibana UI - the results look great with the UI only instance responding well despite the rules blocking the other instance. This allows Kibana to function, and give control and visibility into rule execution.

Note, it is now hard to 'kill' Kibana with the updated metric threshold and inventory rules (where load is pushed to Elasticsearch). These tests were performed with a badly configured log threshold rule resulting in 300,000 alerts/minute.
