Backports the following commits to 7.x:

* get back index names  in o11y

* testing and integration

* fix types

* Avoid using the rule data client for field list

* Remove left-over index argument

* no needs of alert consumer anymore

This is an attempt to resolve the 7.x backport deadlock by changing the merge order and manually resolving the conflicts.
