[Logs UI] The ML module management flyout doesn't check for required ML capabilities #72416

Problem description
(Re)creating any ML jobs or datafeeds requires write capabilities in the ML app. Right now the user is given the option to (re)create the jobs via the module management flyout on the "Anomalies" and "Categories" tabs if at least one of the jobs exists. The operation will fail due to a lack of permissions, but only very late.
The previous capabilities check still works when no job exists.
Proposed solution
In the module list flyout of the "Anomalies" tab, check for the corresponding ML capabilities and disable or hide the "(Re)create" buttons.
In the flyout of the "Categories" tab, hide the "Recreate ML Jobs" button that opens the flyout.
