[APM] Remove InfraOps links from Actions menu

Related to #24481, we're choosing to remove the InfraOps links for now, and implement them in 6.6, when we have time to make i.e. a query to check that host metrics are available for the transaction. Additionally by implementing the trace.id in both areas, will also help querying for the specific trace in question (#23317).
