[Infra] Lens charts pop over actions

Summary

With the changes introduced by #182535, we want to change the action options provided by the charts on Hosts and Detail View

The options it should show are: "Explore in Discover", "Inspect" and the custom "Open in Lens" action

We also need to fix the rendering of the actions. After the changes, it's no longer displayed.

• The action options are displayed when the mouse hovers over a chart.
• The OOTB Lens actions we'll keep are: "Inspect" and "Explore in Discover"
• The following actions are manually hidden via disabledActions prop:
  • ACTION_CUSTOMIZE_PANEL
  • ACTION_EXPORT_CSV
  • embeddable_addToExistingCase
  • create-ml-ad-job-action
• "Open in Lens" action is displayed as an extra action

Oh yeah, I saw this @crespocarlos.

With the new updates, I'm thinking we could probably do a bit more than just fix the missing functionality (in fact, I assume we may have to given the changes).

We'd need to refine but I'm thinking we could consider (in order of priority):

Hover over

1. Edit*
2. Panel Filters
3. Adding 'Explore in Discover'

Menu
4. Copy to Dashboard

*I don't think we can open the 'edit' fly-out because we're not allowing users to save it back to Hosts

Do you think we should evaluate the above as well or should we just make the one fix we need for this bug?

I'd prefer to prioritise shipping some of the new benefits at the same time if we can.

@roshan-elastic I don't believe edit is something we can do at the moment, for the reasons you already mentioned. Same for nr. 4

We could review the actions our charts currently provide. Explore in Discover and Inspect can be pretty useful, and they also added the Panel Filters which also seem handy.

I'd rather focus on fixing the issue and use the opportunity to use what Lens gives for free for the scope of this ticket. WDYT?
