microsoft_sqlserver: Bump minimum kibana.version

What does this PR do?

Bumps the minimum kibana.version in manifest.yml to make it mandatory to use ^8.10.2 stack for the new fetch_from_all_databases feature which was not enforced earlier.

Based on a conversation with @ishleenk17 and also referring to

integrations/docs/tips_for_building_integrations.md

made a decision to bump the kibana.version.

Update: Upgrading the stack to ^8.10.2 as 8.10.0 and 8.10.1 have security flaws and it is recommended to use ^8.10.2
