[cisco_duo] Fix dashboards for 8.x

What does this PR do?

I imported the dashboards into 7.17.2, replaced some of the data_stream.dataset kuery values
with filters, then exported the dashboard back out.

I had to make one modification to add the time_field: @timestamp to the TSVB visualization
in the summary dashboard.

Because the dashboards were exported from 7.17.2 I changed the minimum Kibana version requirement.

Fixes #3023
