implement if_seq_no and if_primary_term parameters in bulk indexer item #783

The bulk indexer is missing the capability to set the if_seq_no and if_primary_term parameters. I added them here with a simple addition to the unit test for the writeMeta function.

I ran into concurrency problems recently with Elasticsearch. I've built a work around in my own application that was experiencing a problem, but I would like to benefit from this feature in Elasticsearch to improve my own application.
