Summary

Closes #3587

This PR updates the elasticLogo to meet brand guidelines.

As mentioned in #3587 the cluster logo should always show the white outline. I confirmed by checking the Visual Brand Guidelines that was updated on 01 March 2019.

  • The updated logo was downloaded from our brand assets folder (web version/svg)
  • The colors are different from the previous version. I confirmed and they match the Visual Brand Guidelines.

Checked the code and tested in browser. Was impressed the loader still worked pretty well. (Looks better live)
