I incorporated these changes in #116931 which removes the feature flag for the built-in inference endpoints. It's easier to make the change in a single PR. Including backports it would be 4 PRs to merge this and another PR to remove the feature flag |

Remove the logic that hides default ELSER usage behind the default ELSER feature flag
