Update rest-api-spec query parameters

This updates all query parameters from #3263. We can't merge #3263 as is because it includes a new migrate API that is not in the specification yet. Many query parameter changes were motivated by #3297:

• Add missing timeouts to rest-api-spec ILM APIs elasticsearch#118837
• Add missing timeouts to rest-api-spec ingest APIs elasticsearch#118844
• Add missing timeouts to rest-api-spec SLM APIs elasticsearch#118958

This also includes elastic/elasticsearch#116388, which should only be backported to 8.x, not earlier branches.
