Increase sniff's default ping timeout to 200ms

The default ping timeout is currently set to 50ms, and only when pinging before sniffing the cluster state.  Everywhere else it's 200ms.  This can lead to a timeout when using the sniffing connection pool (#976).

We should increase the default to 200ms and make sure it's the same for all ping calls.
