Agent: Initial log collection via `LoggerProvider`

We should initialise and support log collection via the OpenTelemetry LoggerProvider which exports the logs via OTLP to the Elastic APM backend.

@stevejgordon I think we can close this one now, since upgrading to 1.8.0 and #63 were enabling sending logs over OTLP 🚢 🇮🇹 !
