• View and manage rules and exceptions separately: Doc'd how to add separate privs for rule and exceptions.
• Automatic migration: Adds explicit 9.4+ requirements.
• Add and manage exceptions: Updates privs for adding and managing exceptions in 9.4/Serverless.

elastic/kibana#250131 was merged last week, so will be checking the new serverless release tomorrow.
