We have test files for ksm v2.12.0 but the module manifest still requires v2.7.0. (cherry picked from commit 6339a42)

Proposed commit message
We have test files for ksm v2.12.0 but the module manifest still requires v2.7.0. We need at least v2.11.0 for k8s v1.28.0 according to the versioning matrix.
