[8.x](backport #40956) switch to elastic fsnotify fork

switch from github.com/adriansr/fsnotify to github.com/elastic/fsnotify to satisfy the custom fsnotify changes needed for Auditbeat. This is done so an elastic team can be responsible for updating the fork.
