Boost 1.64.0 plus MPI patch

How can I use --new-pr in conjuction with other PRs already submitted. I tried:

eb --github-user=JackPerdue --new-pr --from-pr=4618 --pr-commit-msg="Boost 1.64.0 plus MPI patch" Boost-1.64.0-mpi-primitives.patch Boost-1.64.0-iimpi-2017b.eb

hoping that it would pull in the files from 4618 (and not my local copy) but I still ended up committing 7 files (I only meant to send 2).
