• make NVHPC a full toolchain with nvidia-compilers, NVHPCX, NVBLAS, and NVScaLAPACK easybuild-framework#4927

Main reason to make this change is to fix broken easyconfigs test suite:

• fix subtoolchains for nvompi + old NVHPC toolchains, and mark nvidia-compilers as optional subtoolchain since it's only used for recent NVHPC versions easybuild-framework#5073
