add patch to LLVM 20.1.8 to always link compiler-rt to flang after libgcc

Fixes build failures with flang on aarch64, where one can e.g. see (see #24516 (comment)):

ld.lld: error: undefined symbol: __trampoline_setup
...
flang-20: error: linker command failed with exit code 1 (use -v to see invocation)
