add additional patches related to header search path issues to EasyBuild 5.1.2 easyconfig

• for add patch to fix build environment's header search path to EasyBuild 5.1.2 easyconfig #24556.

This also adds the patches from PRs:

• also pick up on toolchain components in Toolchain._add_dependency_variables easybuild-framework#5042
• only retain runtime dependencies of toolchain in Toolchain instance easybuild-framework#5048

which are related to / follow-ups for the same issue.
