{chem}[foss/2023a] QuantumESPRESSO v7.3 has seen a single failure in test suites on some architectures

See see EESSI/software-layer#504 (comment) for context. In #20138 we move to a CMake-based build for version 7.3.1 so not much point in trying to address these failures (CMake approach is now preferred by QE developers)
