This PR adds translations in the same way we do in Elwing, for the same 27 languages, plus the CI to auto-generate.
Also solves the z-index hierarchy - before clicking on menu or theme when page was open would close. Now we render menu and pickers on every page on top so they are still interactive.
Also changes Resend to use Audience ID instead of Segment ID.
