This PR adds the R2 pure lane reducer:
LaneReductionInput→LaneReductionResultcontract, deriving durableLaneState, effective lane configuration, and terminal-failure provenance from bounded recovery records/entries.It also expands reducer tests for idle/open/suspended states, queues/writes, attempts, tool batches, deferred handles, structural targets, config overrides, overflow recovery, and corruption edge cases.
