When multiple receive is turned on and no modes decode, the current code in master selects the first mode and passes its audio through to the user. Unfortunately this isn't deterministic and in some cases, this can choose a mode where squelch isn't working properly (e.g. 1600). This PR changes the "no decode" behavior to choose the TX mode instead as a workaround since most users currently use 700D and E.
