Adds logic to notify FreeDV Reporter if the client is only capable of receiving. This is currently determined by whether TX devices are configured in Tools->Audio Config; if there are no devices in the Transmit tab, the application reports itself as receive only to FreeDV Reporter.
This PR also contains changes to disable mode, PTT and Voice Keyer GUI controls if only the Receive tab is configured in the audio settings. It doesn't make sense to be able to push PTT (for example) without TX devices configured :)
