Describe the bug.

On RHEL 9.5, it took several seconds （~ 5-6 seconds) to provide .NET version after run the command: .NET Install Tool - Install the .NET SDK System-Wide. ~

Reproduction Steps

1. On RHEL 9.5 , run the command: .NET Install Tool - Install the .NET SDK System-Wide.
2. Observe the time when the version was provided

Expected Behavior

It should took 1-2 seconds to provide the version as on Windows, Mac and Ubuntu 24.04

Interesting, this may be due to the increased time to lookup or download dotnet packages that are available on RHEL so Im not sure what we can do here. I think this is important feedback to have, so thank you. Might investigate this but probably not for a while as the number of RHEL users is quite low at this time, as long as it is functional in this instance I think it's OK.

Checked it with .net install tool v 2.3.6 and v2.3.5 - On Windows, if run 'Sample: Concurrently acquire ASPNET Core runtimes' and
the command '.NET Install Tool - Install the .NET SDK System-Wide' it will took several seconds to provide .NET version.

I wont block the release on this since it is not new. Predominantly, it seems the ui thread is just not available. However, when we check if powershell is available, this is taking a very long time, several seconds (7 seconds spent validating powershell with shared thread.) We should simplify that logic to check if the file exists for the powershell exectuable first and only run the more thorough validation if it fails the first time.

I produced a new build to see if it will remedy the issue somewhat.
