Consider moving some of the System.Web adapters middleware into ASP.NET Core itself

Summary

While going through the API review, it was pointed out that some of the middleware perform general goodness that would make sense in ASP.NET Core itself (and has been asked for a while).

Potential candidates include:

• Async loading of session state
• PreBufferRequestStream
• BufferResponseStream
