@dotnet/run-file @dotnet/kitten from the logs, we're no longer seeing Warning: Binary log option was specified but MSBuild will be skipped because running just csc is enough. Specify '--no-cache' to force full build. and a bunch of the runfile tests are expecting that string to be there. Did something change?

Hmm, the entire arm64 Mac leg failed because of some arch mismatch it seems:
'/private/tmp/helix/working/9CA208ED/p/d/shared/Microsoft.NETCore.App/10.0.3/libhostpolicy.dylib' (mach-o file, but is an incompatible architecture (have 'x86_64', need 'arm64e' or 'arm64')), '/System/Volumes/Preboot/Cryptexes/OS/private/tmp/helix/working/9CA208ED/p/d/shared/Microsoft.NETCore.App/10.0.3/libhostpolicy.dylib' (no such file),

I'm not sure what would have caused that though. @agocke seen this before?

It looks like there is some inconsistency - normal dotnet build ends up using 10.0.2 runtime packs. But the runtime used by the dotnet CLI is 10.0.3 which trips up the file-based app csc-only build path. Is there a better way to determine what runtime we should use inside the dotnet CLI to match what builds would use? (We currently use RuntimeInformation.FrameworkDescription to detect the runtime version which returns 10.0.3 here.)
