Well, this is odd:

/vmr/src/roslyn-analyzers/src/Tools/GenerateDocumentationAndConfigFilesForBrokenRuntime/GenerateDocumentationAndConfigFilesForBrokenRuntime.csproj(0,0): error NU1605: (NETCORE_ENGINEERING_TELEMETRY=Restore) Warning As Error: Detected package downgrade: System.Composition from 9.0.9 to 9.0.8. Reference the package directly from the project to select a different version. 
 GenerateDocumentationAndConfigFilesForBrokenRuntime -> Microsoft.CodeAnalysis 4.12.0-3.25413.4 -> System.Composition (>= 9.0.9) 
 GenerateDocumentationAndConfigFilesForBrokenRuntime -> System.Composition (>= 9.0.8)

Unsure why, and will investigate. Looping others in case I'm missing something obvious.

Package downgrade errors are 99% likely to be caused by internal commits not being pushed. I saw that #50712 was still open. I've merged it and updated this PR. Should be good now.
