dotnet/fsharp#18329 has been merged, now we wait for the fsharp deps flow to come into sdk. We might need to cherry-pick it into this PR to unblock it. |

Source build is still blocked needing the changes from #47880. That has been merged but hasn't yet flowed into the VMR due to dotnet/source-build#4977. |
