When I ran the CodeQL exclusions change through internal staging last week and confirmed that it worked, the exclusions file was correctly at the root of the repo. But when I copied it into GitHub as part of #99469, I accidentally put it in the src/ folder. Oops. 😳
Moving the file to repo root, which is where it actually belongs.
