This PR supports build for ppc64le.
We have completed testing of library tests. All tests passed on v6.0.2. Few test cases failed on main branch. But those are not blockers.
PAL layer changes are in progress and coming soon.

Note: This is breakup for PR 67378. PR has been broken up in multiple PRs for easy review.

I couldn't figure out the best area label to add to this PR. If you have write-permissions please help me learn by adding exactly one area label.
