REPRO STEPS
Clean machine: Windows 11-x64 (24H2),e.g chinese OS

1.doble-click dotnet-runtime-10.0.0-rc.2.25474.116-win-x64(exe)
2.check installer UI displaying
3. after installation is done, access control panel and open uninstall panel

Expected Result
step2 and 3: UI displays well

This was fixed for GA with #120385. I'll leave it to testers to close it once it's validated.
