Only setting sign type will produce test signed nuget packages which will cause cloudbuild to fail as it verifies signatures. The trick is to test sign all the contents of the nuget packages but not the packages themselves. @dibarbet Did this in main some time last year.
Add condition to skip signing package file for test builds.
