Updated workflow triggers and changed the runner environment.

The new trigger worked, which is nice because it seems to prove the issue too. The previous attempted run has been queued for 22 hours waiting for a runner, at time of writing: https://github.com/dotnet/razor/actions/runs/18394933406/job/52412351345 |

We seem to be completely blocked and not finding any agents to run our setup, which also blocks any CCA activities. Trying a more standard image.
