Remove System.Private.Uri reference

This is an issue for us to effectively undo #8833 once a new version of the MS.VS.Telemetry library is available that doesn't bring in System.Diagnostics.Trace anymore. The PR for that work is here

Think that we should be able to remove this now. The newer version of MS.VS.Telemetry no longer brings in the bad version of System.Diagnostics.Tracing.
