Analyze performance for Diagnostics

We should add any necessary performance telemetry, as well as a microbenchmark and any additional tests, as precursors to improving performance around Diagnostics (squiggles).  The output would be: microbenchmarks, analysis of profiles, and a list of potential areas to improve from a performance perspective.
