razor editor in blazor: "surround with div" does not work if inside a code block

The "surround with DIV" is a really useful shortcut, however when working with Blazor code, it does not work if you're inside a code block. please see screen recording

if you move the lines to outside the code block (e.g. using ALT + UP ARROW), it works perfectly. bit annoying to have to do this every single time

Scenario is this:

Pretty sure if that selection started at the <h1 it would work, but technically that whitespace character is C# code. Should be a straightforward fix.
