Placement hints were ignored by local-first placement directors when the local silo was compatible, causing hints to be overridden by PreferLocalPlacement and stateless worker local placement. This change checks for a valid placement hint before local-first selection so hinted compatible silos are honored while preserving existing fallback behavior.
