Just in case if this is some submodules update. Should I abandon empty PRs going forward?

In a case like this, I think the best action might be

run darc update-dependencies --coherency-only locally against darc-main-ef941eb6-839e-48f8-8744-4feb0ca6c287 for more information.

But if there's nothing to be done yeah I'd abandon the PR.
